1. GENERAL REGULATIONS
These Regulations regulate the scientific activity execution in the Admiral Makarov National University of Shipbuilding (NUS).
The NUS scientific activity strategic sector for the denoted period is a further development of the fundamental and applied scientific designs aiming at solving of the current issues with the university scientific and technical potential maintenance and development.
The main university scientific activity tasks are:
acquiring knowledge needed for the further social development;
the university faculty training;
training of highly qualified experts in engineering and science;
applied and fundamental research development;
scientific and technical designs approbation in different social and economic spheres;
scientific results popularization.
According to the university specifics (profile) the privileged directions are considered to be:
environmental security;
people’s health;
ecologically clean power engineering and resource-saving technologies;
the Ukrainian expansion scientific problems;
new data creation;
design of perspective information technologies, integrated automation devices, communication systems;
solving of new issues;
educational and pedagogical techniques design.
The NUS scientific activity is held in accordance with the current legislation, the Regulations of the University, standard legal documents, instructions, Rector’s decrees, these Regulations.
The Regulations come into force since its affirmation.
The Regulations can be edited according to the Rector’s decree.
2. SCIENTIFIC ACTIVITY ORGANIZATIONAL STRUCTURE AND ADMINISTRATION
2.1. The main organizational structure for the scientific research and Research & Development (R&D) is the Scientific Research Department (SRD) affirmed with the Rector’s decree.
2.2. The NUS SRD consists of scientific and technical centres, research laboratories, scientific personnel and the SRD specific subunits such as Scientific Research Organization Department, Scientific and Technical Information Department, Patent and License Department, Metrology and Standardization Department, Scientific Research Planning.
2.3. The activity of the NUS SDR units is regulated with the appropriate Regulations and Decrees with the aims and tasks of the created organizational structures, the appointment of a director, the needed inventories etc.
2.4. Scientific activity staffing is provided by the SRD regular employees, the university faculty, doctoral candidates, postgraduate (Ph.D.) students, university personnel, students and other organizations’ personnel.
2.5. The employees’ legal status fulfilling R&D is defined with the current legislation.
2.6. To support democracy and publicity, to provide the scientific activity planning and control, to define the privileged scientific research directions, to sum up the activity results of the personnel of the Vice-Rector for Research there is the University Scientific and Technical Board.
2.7. To examine scientific projects, results of studies, theses and other works in the privileged scientific directions there are scientific and technical boards in different directions and the Commission of Scientific Experts.
2.8. For the scientific activity fulfillment the University has its own publishing office regulated with the appropriate Regulations.
2.9. Postgraduates’ (Ph.D.) and doctoral students’ scientific activity is regulated with the appropriate Regulations about doctoral course and postgraduate (Ph.D.) education.
2.10. To attract students to scientific researches there is the Young Scholars Board in the University.
2.11. The university scientific research administration is headed by the Vice-Rector for Research.
2.12. The administration of NUS SDR subunits is led by their directors accountable to the Vice-Rector for Research and his / her substitute, SDR director.
2.13. The Substitute Vice-Rector for Research, SDR director, is subordinated directly to the Vice-Rector for Research.
2.14. The functional obligations of directors and employees of the SDR subunits are regulated with the applicable legislation, these Regulations.
3. NUS SDR MAIN TASKS AND FUNCTIONS
3.1. NUS SDR main tasks are:
the fundamental and applied scientific research at top scientific, methodological and technical level;
organizational maintenance and development of the fundamental and applied scientific research solving current tasks of the further scientific and technical development of the university potential;
to facilitate the scientific and technical collaboration with the institutes of the AS of Ukraine, higher educational institutions, leading scientific organizations of Ukraine and foreign countries;
attraction of leading scholars, doctoral students, postgraduate (Ph.D.) students, talented youth to researches;
faster research results approbation in production and education.
3.2. NUS SDR main functions are:
fundamental and applied researches;
to perform logistical activities for NUS scientific activity;
coordination and registration of scientific, material, financial resources for the scientific research performance;
building and facilitation of the list of scientific research topics financed on the account of the state budget by the Board of Education and Science of Ukraine, scientific projects financed on the account of another budgets;
control of the planned schedule performance, preparation of the reported and statistical documentation of the scientific research results;
forming of NUS scientific designs archive;
metrological control organization and scientific research performance;
performance of patent and license work giving the appropriate scientific research level and protecting scholars’ intellectual property;
state registration of scientific researches with their information and advertisements.
NUS scientific activity is performed in accordance with the asserted lists of R&D topics financed according to the directions of national and state programmes, the Board of Education and Science, R&D planned schedules performed in enterprises’ contracts, grants of international organizations, teachers’, postgraduates’, doctoral students’ individual plans etc.
4. ORGANIZATION AND PERFORMANCE OF R&D FINANCED ON THE ACCOUNT OF THE COMMON FUND OF THE STATE BUDGET
4.1. R&D financed on the account of the common fund of the state budget are the projects financed on the account of the Board of Education and Science of Ukraine.
4.2. The financing of the scientific projects on the account of the state budget is held on a competitive basis. The contest organization and arrangement demands are regulated by the Board of Education and Science of Ukraine, with the Rector’s decrees.
4.3. An academic advisor of the integrated topic, a director and an executive manager for a partial task are responsible for the fulfillment of R&D plan schedules financed on the account of the state budget.
4.4. Should R&D be not fulfilled at the decent level, or should the reports be given not timely etc., the Scientific and Technical Board of the University with the substitute Vice-Rector for Research decides the expedience of the certain R&D project fulfillment and financing.
4.5. R&D financing can be changed during their fulfillment period due to the staffing, change in materials prices etc.
4.6. R&D performers’ salaries depend on the applicable legislative and normative documents.
5. ORGANIZATION AND PERFORMANCE OF R&D PROJECTS FINANCED ON THE ACCOUNT OF THE COMMON FUND OF THE SPECIAL FUND
5.1. The scientific activity financing in the University can be on the account of special funds (economic treaties for R&D).
5.2. The economic R&D projects fulfillment can be held in different organizational forms according to the applicable legislation.
5.3. To draw up a contract first an academic advisor should give to the scientific work organization department the next documents (in due form):
a contract project;
a draft proposal for the contract fulfillment;
a budget plan for the works;
an agreement report of negotiated price affirmation.
5.4. After the affirmation the documents in a set of three are to be given to the Customer for signing (after that two of them is to be given to the SDR accountant).
5.5. Should the contract be signed by the Customer it is given a serial number and the obligations of both parties are enforced.
5.6. R&D academic advisor and account man are appointed with the Decree of the University.
5.7. The responsibility for the contract obligations fulfillment, the financing, report and other documents procedure is taken upon the university administration, R&D academic advisor and account man.
5.8. Personnel salaries are given according to the applicable legislation and normative documents for the budget for such employees.
5.9. R&D doers’ salaries are given on the basis of handing-over of the works, resources coming for the work performance, within the time limit defined in the collective agreement applicable at the moment of payment.
