Regulations on the Young Scientists Board of the Admiral Makarov National University of Shipbuilding (NUS)

1. General Regulations
1.1. The NUS Young Scientists Board (YSB) is created to unite young scientists studying and working in the University and to support their interests in professional spheres and in the most important social issues.  
1.2. The YSB consists of NUS young scientists, Doctors of Sciences under 40, doctoral students and Candidates of Sciences (Ph.D.), postgraduate (Ph.D.) students and scientists under 35.
1.3. The Young Scientists Board is a social member of the Rector’s office.
1.4. The YSB functions in accordance with the Laws of Ukraine “On Education”, “On Scientific and Technical Activity”, “On Higher Education”, NUS Regulations, the standard documents concerning youth organizations and with the documents of the Ministry of Education and Science and these Regulations.
1.5. The responsibility for the Young Scientists Board creation and its activity coordination is taken upon NUS Rector and the Vice-Rector for Research.

2. The main tasks of the NUS Young Scientists Board
2.1. The promotion of the professional advancement of the university young scientists, of the scientific initiative development, of the young scientific personnel in the NUS.
2.2. The representative function fulfillment and the security of the young scientists’ rights in the NUS Academic Board and Rector’s office.
2.3. The reflection of young scientists’ ideas concerning different aspects of professional activity.
2.4. The development of proposals for their further examining by the NUS Rector’s office and trade union concerning social problems of young scientists.

3. YSB activity forms and methods
To solve the main tasks the Young Scientists Board:
3.1. Organizes young scientists’ participation in different youth contests of research studies and in different exhibitions held in the University; participates in the discussion and selection of competitive studies.
3.2. Promotes the publishing of young scientists’ research results; helps in methodological and organizational aspects.
3.3. Assists young scientists in their theses defense.
3.4. Initiates and organizes scientific schools and seminars for the young scientists, series of lectures by leading Ukrainian scientists in the NUS, and also young scientists’ participation in the All-Ukrainian and international conferences, seminars, exhibitions etc.
3.5. Assists the young scientists to develop integrated researches with very expensive machinery; helps organize new research methods and techniques.
3.6. Gives an opportunity for the young scientists to have access to the Internet, modern computer programmes and to learn foreign languages.
3.7. Organizes gathering and distribution of the information about the funds giving grants to young scientists.
3.8. With the Vice-Rector for Research holds competition among candidates for receiving grants for young scientists, the Scholarships of the President, the Cabinet of Ministers etc.
3.9. Creates data banks about the young scientists abroad; communicates with them to develop collaboration.
3.10. Participates in organization of the contest “The Best Young Scientist of the NUS”.
3.11. Attracts young scientists, especially postgraduate (Ph.D.) students, to the R&D financed on the account of the state budget.
3.12. Attracts talented graduates to the study in the NUS postgraduate (Ph.D.) course.
3.13. Initiates social studies of the NUS young scientists to find any social problems and solve them.
3.14. Protects young scientists’ interests in the NUS trade union.
3.15. With the Vice-Rector initiates Temporary Youth Creative Team (TYCT) creation regulated with the special Regulations to use young scientists’ creative potential, to hold scientific and fundamental research studies, to apply the NUS YSB designs.
3.16. To attract students to the research study and university social life there is a group of three people for the research study in the YSB.
4. Organizational principles of the NUS YSB activity
4.1. The YSB members are elected for a term of 3 years in the general meeting of the NUS young scientists in open voting (by a simple majority). The meeting is considered to be legally competent if the majority of the payroll of young scientists, postgraduate (Ph.D.) students, teachers and scholars of the appropriate age are present.
4.2. A head of the NUS YSB is elected by the university YSB members among the young scientists for a term of 3 years in open voting by a simple majority of the YSB payroll.
4.3. A head of the NUS YSB is a member of the NUS Academic Board and has a right for a deciding vote.
4.4. A head of the NUS YSB is a member of the certification commission of postgraduate (Ph.D.) students.
4.5. The YSB activity is led according to the annual plan. A head of the YSB prepares a report, affirms it in the YSB meeting and reports in the NUS Academic Board.
4.6. The NUS YSB activity is financed on the account of the special fund according to the annual budget affirmed according to the legislation. There are also such financing sources as different grants, sponsor support etc.
