Regulations on Standardization and Metrology Sector

The following Regulations developed in accordance with the Law of the Cabinet of Ministers of Ukraine "On metrology and metrological activity" No 1765-IV dated June 15, 2004, the Law of Ukraine "On standardization" No 2408-III dated May 17,2001, and according to the Standard Regulations for the metrological service of the central executive authorities, associations of enterprises, companies and organizations management according to the Order of the State Committee of Ukraine for Technical Regulation and Consumer Policy No 53 dated February 28, 2005. 
   
GENERAL REGULATIONS
 
1.1 Standardization and Metrology Service of the Admiral Makarov National University of Shipbuilding (NUS) is an element of standardization and metrology services of the Ministry of Education and Science of Ukraine and created according to the order of the Rector of the University No 439 dated October 18, 1984.
1.2 Sector of Standardization and Metrology is an independent department, headed by Chief of Standardization and Metrology Sector - the main metrologist, who is subjected to the Head of the scientific and Research department of the NUS.
1.3 Sector of Standardization and Metrology is created for scientific and technical, organizational and methodological direction of the work of metrological support of scientific and research, research and development work (SRRDW), the educational process and production at the NUS.
1.4 The main tasks are:
1.4.1 Ensuring the unity of measurement and desired accuracy in carrying out of scientific and research, research and development work.
1.4.2 Holding of systematic analysis of metrological support of SRRDW and production, development proposals based on the analysis of the plan of organizational and technical measures for improving metrological support.
1.4.3 Development of the annual work plan for Standardization and Metrology, the plans of getting and introduction of the new measuring devices and monitoring their implementation.
1.4.4 Implementation of the organizational methods, scientific and technical reference work on standardization and metrology in other departments of the NUS and providing them with methodological assistance.
1.4.5 Ensuring the establishment during the process of SRRDW requirements for products subject to rational use and lower costs of raw materials, energy, fuel, reducing labor costs, increase competitiveness, safety requirements, environmental protection, requirements of technical aesthetics and ergonomics.
1.4.6 Realization of the organizational and methodological providing of implementation and compliance with standards, specifications and guidance documents on metrology.
1.4.7 Participation in development (coordination) on SRRDW specifications.
1.4.8 Participation in the testing for certification and adoption of experimental and research production (ERP).
1.4.9 Providing students with methodological assistance on the use of normative and technical documents at the course and degree planning.
1.4.10 Providing the NUS departments with normative and technical documents (NTD).
1.4.11 Information of the NUS departments on introduction of new NTD, availability changes, and repeal outdated NTD.
Participation in development, implementation of enterprise standards and their accounting.
Accounting of government, industry standards, and standards of ISO, and other NTD.
Participation in the metrological control of the NUS departments’ scientific documentation.
Participation in the appointment of measurements concerning SRRDW and in production.
Participation in work related to the automation of measurements.
Ensuring of the state and departmental testing of means of machinery measuring according to schedule.
Control of SRRDW metrology and manufacturing, state and application of means of machinery measuring, availability and proper use of measurement. Monitoring of all parts of organizational and technical measures concerning  metrological support of their activities and plans for the introduction of new measuring equipment.
Organizational support in the measuring instruments repair.
Participation by means of basic organization in the measurements, which require use of the unique means of machinery measuring  that is missing at the NUS.
Implementation of the efficient accounting of measurement equipment.
Participation in the identification of departments needs in means of machinery measuring, the work at the Commission on writing the tangible property off.
Participation in the certification of analytical and testing laboratories.
Making the offers to the NUS leadership concerning canceling the orders and directives contentious to the current legislation on metrological support, state and industry standards.
Lodging to the departments’ leaders mandatory orders concerning removal of the identified violations of metrological rules.
Representation to the basic organization and SE “Nikolayev Standard Metrology” information on the NUS Standardization and Metrology Service activity.
Assistance to the  Derzhspozhivstandard of Ukraine during the exercise state supervision over the metrology SRRDW  and production, condition, use and repair of measuring instruments, as well as the NUS Standardization and Metrology Service activity. 

THE STRUCTURE OF STANDARTIZATION AND METROLOGY SECTOR
2.1 The head of the Standardization and Metrology Sector is the Chief of Standardization and Metrology Sector - the main metrologist,  who is subjected to the Head of the scientific and Research department of the NUS.
2.2 The Sector of Standardization and Metrology includes the following subdivisions: accounting group of the means of machinery measuring (MMM), metrological control, organization of control of machinery measuring means and their repair;
Standardization group (the room of standardization).
2.3 The main links of the metrological support system of the work at the NUS are:
- Responsible for the metrological control of the subdivisions, heads of laboratories, materially responsible persons;
standardizer of the subdivisions.
- Responsible for the metrological control and standardizers of the subdivisions are appointed by the heads of the departments, the list is announced by the Rector’s of the university Order.
- Rights and obligations of responsible for the metrological control and standardizers of the subdivisions are adopted with the relevant Regulations (appendixes 1,2).
- In matters of providing the training process the Sector of Standardization and Metrology works with the Methodical Committee on implementation of standards in the training process, appointed by the Rector of the NUS.
- State supervision over the work of Standardization and Metrology Service carries SE “Mykolayiv Standard Metrology”.

STANDARTIZATION AND METROLOGY SECTOR’S RIGHTS
3.1 Monitoring of the status of storage and use of measurement instruments in the departments and subdivisions of the university.
3.2 Controlling of represented volume at the state and departmental verification of measurement instruments, according to real needs of SRRDW and production of measurement instruments.
3.3 Monitoring of the presence of measurement instruments, methods of measuring compliance in the performance of SRRDW and in production.
3.4 To give an orders to the heads of the subdivisions on the fixing of identified violations and verification of measurement instruments.
3.5 To lodge to the management the proposals to stop actions or removal of normative and technical documents that do not respond the state or industry standards or the requirements and regulations.
3.6 To lodge to the NUS management offers to promote the university personnel by the introduction of new advanced tools and methods of measurement, and suggests to involve of persons’ responsibility, in violation of metrological rules, use of faulty, untested in the established order of measurements.
3.7 To get from the heads of the subdivisions information necessary to perform duties of Standardization and Metrology Service.
3.8 To involve the other services and subdivisions of the NUS to perform work on standardization, metrology support according to the established procedure.

FUNCTUNAL RESPONSIBILITIES OF THE SECTOR’S PERSONNEL
4.1 Head of sector - the main metrologist. Duties.
- Methodological support research, development work, production and testing of the scientific and technical products and ERP products.
- Managing of working-out of plans for integration of the new measurement instruments.
- Development of the long-range and annual plans of the Sector.
- Control of the annual time-table renouncing calibration of measurement instruments, renouncing of the annual schedule of calibration of measurements of the University, its alignment with the SE “Mykolayiv Standard Metrology” centers and the other cities.
- Participation in the appointment of measurement instruments that provide reliable measurement accuracy while performing SRRDW and production (the act of metrological support).
- Providing of the publication of the Rector’s order concerning responsible for metrological control of the subdivisions and monitoring of their work.
- Examination Observance of Standards, Metrology Examination of Specifications, reports on SRRDW and scientific documents.
- Conduct standardized metrological certification of measurement instruments.
- Organization of repair of measurement instruments, on behalf of the NUS leadership, is held on the contract basis with the foreign organizations in the repair works of measurement instruments of the NUS, to ensure their implementation.
- Control of the process provided all the means of measurement, correct choice of measurement methods.
- Organization of training to improve the skills of the Sector personnel.
- Cooperation with the SE “Mykolayiv Standard Metrology”.
- Promoting work of the Derzhspozhivstandard of Ukraine personnel during the government oversight of the situation of metrological support of research activities and metrological service.
Must know:
- organization of metrological support SRRDW and ERP;
- guiding documents for the organization of the metrological service;
- legal metrology;
- methods of research and development for the improvement of metrological support and measurement instruments.
- economy, labor organization and management;
- labor laws;
- safety rules, safety, occupational health and fire protection.
Qualifications: University degree, experience in engineering and management positions at least 5 years.
4.2 Engineer and metrologist. Responsibilities:
4.2.1 Carries out monitoring of measurement instruments in the NUS subdivisions, and all the main observations reports to the main metrologist, who is the head of the subdivision.
4.2.2 Manages of schedules by taking annual calibration of measurement instruments of the subdivisions.
4.2.3 Makes the calibration graph constructed MT of the NUS.
4.2.4 Takes part in various measurements during the SRRDW and product testing.
4.2.5 Organizes timely delivery of measurement for state and departmental inspection, maintenance, getting them to test and repair, maintain records and attorneys repaired measurement techniques.
4.2.6 Determines the amount of money on the state and departmental verification of measurement instruments on the subsequent quarter, reports to the accounting department for the accuracy of these costs.
4.2.7 Provides metrology control for the correct installation and operation of measurement instruments in the subdivisions.
4.2.8 Organize operational accounting of measurement instruments traffic.
4.2.9 Engage in metrological certification of non standardized measurement instruments.
4.2.10 Must know:
- standards, guidelines, training materials and other NTD metrological certification, testing, repair, installation and maintenance of measurement instruments;
- specifications and design features of measurement;
- order and rules of technical documentation;
- economic fundamentals, work organization and production safety rules, safety, occupational health and fire protection.
Chief of the Standardization Room - Standardization Engineer.
Responsibilities:
4.3.1 is responsible for maintaining, updating and maintaining the fund at the present level of state standards and other normative and technical documentation areas of SRRDW and production.
4.3.2 In accordance with the subdivisions order processes the subscriptions for purchase of the issued state standards, other normative and technical documentation, draw up a single order for the standards of ISO.
4.3.3 Performs accounting of the earnings of NTD in the Journal of Accounting and annual index standards.
4.3.4 Controls the formation of NTD fund in the subdivisions.
4.3.5 Makes an examination of conformity of NTD on reports of SRRDW, manuals and other teaching materials.
4.3.6 Performs accounting of NTD with signature stamp “For Official Use Only " (FOUO), holds its annual inventory.
4.3.7 While the accumulation of discarded NTD carries its cancellation in due course.
4.3.8 Organizes reviews and contests on Standardization.
4.3.9 Controls the standardizers of the subdivisions.
4.3.10 Must Know:
- requirements of the state standards systems of,  managerial and methodological documents on standardization;
- procedure for obtaining government, industry and other standards, guidelines and methodological instruments;
- organization of scientific expertise and technical documentation in accordance with NTD requirements;
- SRRDW performed research areas;
- requirements while working with documents with signature stamp;
- economic fundamentals, work organization and production safety rules, safety, industrial sanitation and fire safety.
4.3.11 Qualifications: University degree without requirements of work experience providing or secondary education and work experience as the technically qualified worker of standardization or other engineering positions at least 3 years.
