1. GENERAL REGULATIONS
1.1 The present regulation regulates the activity of the Sector of Scientific Technical Information in SRD in NUS.
1.2 The Sector of Scientific Technical Information is a structural subsection of SRD in NUS certified by the Rector according to the University structure and contingent of employees performing the scientific research works financed at the expense of the national budget by MESU.
1.3 The activity of the Sector is regulated by the present legislation, normal legal documents, orders of the Rector of the University, of the Pro-Rector of scientific work, of the Assistant Pro-Rector of scientific work as well as by the Regulation about the Sector of Scientific Technical Information.
1.4 The Director of the Sector is that who reports directly to the Director of SRD.
1.5 The staff of the Sector is certified by the Rector of the University according to the contingent of employees performing the scientific research works that are financed at the expense of the national budget by MESU. The Sector consists of the Director and the lead engineer.
1.6 The leadership of SRD gives a room for fulfilling the work provided by the present Regulation, as well as provides with the required implement, modern office equipment, informational materials etc., and creates conditions for the constant professional development of the employees of the Sector.
1.7 The activity of the Sector is oriented to form the systems of scientific technical information working on the basis of organization, coordination and cooperation in the sphere of scientific technical activity.
1.8 The Regulation joins into force immediately upon and after its passage.
1.9 The Regulation can be appended and changed on the ground of the order of the Rector.
2. THE FUNCTIONS OF THE SECTOR OF SCIENTIFIC TECHNICAL INFORMATION
2.1 The main functions of the Sector of Scientific Technical Information are:
- to form reference collections on the basis of native and foreign sources including the data bases and banks and informational support of the structural subsections of NUS and specialists;
- to get, handle, storage, spread and use information received during the scientific research and development projects, production and social activity of NUS;
- to handle different sources of scientific technical and economic information, to create and give information products and services;
- to design and implement modern technologies into scientific informational activity;
- to create the reference search apparatus as a complex of arranged secondary documents;
- to popularize the scientific achievements of NUS by force of active use of mass media (press, radio, TV, cinema), to carry out exhibitions, lectures etc.;
- to organize and carry out seminars, conferences, meetings on different scientific technical, economic and production problems, other activities dealing with the exchange of thoughts and ideas etc.;
- to organize registration and results accounting of scientific research and development and other kinds of scientific technical activities of NUS in Ukrainian Institute of Scientific Technical and Economic Information (UISTEI);
- to organize the collection, to systematize and prepare reported data of scientific technical information;
- to give the consulting services on the questions of informational activity.
JOB DESCRIPTION OF THE DIRECTOR OF THE SECTOR OF SCIENTIFIC TECHNICAL INFORMATION
Personnel functions:
- informs the subsections of NUS and particular employees about national and foreign achievements in science, engineering, economics;
- conducts project designing of informational work, creation of the reference information collection and its reference search apparatus, provides the systematical replenishment of the collection;
- heads the work of the directors’ and specialists’ needs detection in scientific technical information;
- organizes the exchange of information about the achievements in science and engineering, acquisition and systemization of information materials;
- controls the use of information materials in the subsections of NUS;
- gives an opportunity to the subsection to popularize the technical and scientific achievements of the University as well as to carry out seminars, lectures, excursions, exhibitions, scientific conferences, to show scientific technical movies;
- participates in publishing of information materials, catalogues, booklets and other advertising products according to the developments made by the scientists of the University;
- ensures the presentation of report materials of scientific research work and research designing work for national registration in the scientific technical information agencies (UISTEI), organizes collecting, systemization and preparing the report materials of scientific technical information;
- conducts the employees of the subsection, monitors the execution of rules and norms of labour protection, safety engineering, occupational sanitation and fire safety.
The Director of the Sector must know:
- the regulations, commands, orders of higher authority, methodological, normative and other conductive materials of organization of scientific technical information, rules, instructions, regulations and other normative acts defining the system of gathering, storage, retrieval of scientific information and production and organizational structure of the enterprise;
- the organization methods of the informational work planning;
- the national system of scientific technical information;
- the technical ways of searching, handling, update and transfer of information;
- the organization of the reference information collection;
- the preparing course of information materials, catalogues, booklets and basics of publishing;
- the basics of economics, scientific work organization, production and monitoring organization;
- the basics of labour legislation;
- the rules and norms of labour protection, safety engineering, occupational sanitation and fire safety.
Qualification requirement: higher education and 5 years of service on scientific technical information holding engineering technical and leading posts.
JOB DESCRIPTION OF THE LEAD ENGINEER OF THE SECTOR OF SCIENTIFIC TECHNICAL INFORMATION
Personnel functions:
- studies the needs of the research workers and specialists of the University in scientific technical information and performs the reference information support with materials of achievements in science, engineering and leading field experience with the aim of having an influence on high performance activity of the University and its subsections, as well as increasing the level of scientific technical knowledge of the specialists;
- participates in designing of information work plans;
- gives consultations dealing with the questions of scientific technical information support;
- popularizes the documents of the reference information collection;
- systematically replenishes the reference information collection with the materials according to the University profile;
- organizes and improves the reference information apparatus of the Sector;
- processes and systematizes the informational materials received;
- makes selections, controls the practical use of the scientific technical information;
- organizes the preparation of the documents dealing with the scientific developments and giving them to the central agencies of scientific technical information;
- helps the departments and scientific subsections with organization and carrying out the seminars and scientific technical conferences, exhibitions;
- ensures the giving of report materials of the scientific research work and design projects for the state registration, controls the use of this work;
- satisfies the inquiries of different organizations and enterprises for the scientific technical information and documentation dealing with the developments of NUS;
- improves the forms and methods of information work;
- performs the collection, systematization and preparation of the report materials dealing with scientific technical information;
- performs efficient orders of the administration, the head of the subsection.
The lead engineer of the Sector must know:
- the regulations, commands, orders, normative and other kinds of regulative materials dealing with the information activity, condition and prospects of the development of the national and foreign science and engineering in the appropriate fields of knowledge;
- the production and organization structure and scientific directions of activity of all subsections in the University;
- the methods of organization and planning of the information activity;
- the technical ways of searching, processing, storing, refreshing, transferring of information;
- rules, instructions, regulations and other normative acts;
- the system of acquisition, storing, searching of information;
- the basics of the labour legislation, the rules of labour protection and safety engineering.
Qualification requirement: higher technical education and more than 3 years of service at the post of the first category engineer of scientific technical information.
