1. GENERAL REGULATIONS
1.1. The present Regulation of the Scientific Research Department is drawn up according to the Ukrainian Legislation and is a document regulating the activity of the Scientific Research Department of Shipbuilding (SRDS) /further – the Department/.
The Department is founded in the structure of the National University of Shipbuilding (NUS) according to the order of the Ministry of Education and Science of Ukraine (MESU) as an independent structural organization that according to its intended purpose uses basic, circulating assets and places fixed to it in accordance with the order of the Rector of NUS. It gives financial accounts at a stated time that is a part of the budget of NUS and works on the basis of the present Regulation. The Department has its own control account.
Methodological governing of the Department is given to NUS involving Sevastopol National Technical University, Odessa National Maritime University, Odessa National Maritime Academy.
The Department is being developed for solving very important scientific-technical problems in the field of shipbuilding, studying basic development tendencies in shipbuilding, carry out scientific research and project designing works, introduction of new standards of production into industry.
1.2. The Department activity is held according to the Statute of NUS, the present Regulation and in accordance with the effective Ukrainian Legislation (the Education Law, the Higher Education Law, the Law about scientific and technical activity and others with proper amendments and additions).
The Department has its own stamp, round signet and letter-head with the name SRDS, form and text certified by the Rector of NUS.

1.4. By the order of the Minister of Education and Science, No 1011 of November 7, 2008 the Department is founded to comply the commission of the Prime Minister of Ukraine, No 35819/0/1-08 of July 12, 2008 and the commission of the Cabinet of Ministers of Ukraine, No 35823/1/1-08 of July 16, 2008.
1.5. The main directions of the Department activity are:
- to make analysis of the main progress trends of shipbuilding and to define the main paths of Ukrainian Shipbuilding development;
- to fulfill research and development projects in the field of shipbuilding to the order of Ukraine;
- to fulfill research and development projects in the direction of making and using new engineering models to the order of the state-run enterprises and the enterprises of other forms of property (including foreign ones);
- to participate in the technical examinations at the state, commercial and social levels in shipbuilding;
- to fulfill research and development projects of the Department in different fields of industry (shipbuilding, maritime field, mechanical engineering etc.) with a glance of inside and outside market needs;
- commissioning of inherent scientific technical developments by force of using home manufacture systems and equipment;
- field supervision of using inherent scientific technical developments in industry;
- to participate in training of highly qualified research, educational and engineering personnel;
- professional development and retraining specialists in shipbuilding;
- international cooperation within the scope of direct ties and individual relations with foreign partners in scientific technical directions of the Department;
- cultural educative, advertising, informational consulting and financial economic activity according to the activity of the Department;
- to hold scientific conferences (including international ones), seminars and other scientific educational activities;
- an intermediary function.
2. SCIENTIFIC RESEARCH ACTIVITY PLANNING
2.1. The main tasks of the Department are to hold scientific researches according to the foreground science and technology directions and to train specialists with high qualification in shipbuilding. Planning its scientific research activity The Department is guided by:
- the foreground science and technology directions;
- national and applied-research scientific technical programs;
- urgent problems of engineering practice that are defined on their own or through our customers.
2.2. The Department is directly accountable to the Rector of NUS for its scientific and other kinds of activity.
3. TRAINING OF PERSONNEL OF HIGH QUALIFICATION
3.1. The training of personnel of high qualification is based on the complex of scientific research activity of the Department, educational process and demands of engineering practice.
3.2. The Department participates in the training of research educational personnel of high qualification and the retraining research educational personnel.
4. ORGANIZATIONAL ACTIVITIES
4.1. According to the questions of Research and Development Planning and their financing the Department:
- develops topical lists of scientific research, research project designing and technological works according to the approved scientific technical directions;
- is responsible for the quality level, efficiency and adaptation of engineering;
- prepares reports about its scientific, technical and manufacturing activity;
- provides the state registration of engineering;
- prognosticates and does market analysis in the field of scientific and practical activity;
- keeps cost records on every topic according to the approved calculations;
- performs the corporeal valuables accounting and provides their purpose-oriented usage for scientific research and engineering;
4.2. On the question of the connection of scientific researches and educational process the Department provides:
- participation of the staff men of the Department in lecturing, preparing term papers and diploma designs, holding practical and laboratory studies;
- giving laboratories to the students, postgraduates for carrying out researches, term and diploma projects, as well as work practice;
- participation in specialist training for cutomers.
5. FINANCIAL AND ECONOMIC ACTIVITIES
5.1. Research and Development financing of the Department is realized at the expense of general and special funds of Ukrainian Budget including other legal sources.
5.2. About its financial activity every three months the Scientific Research Institution accounts to the accountant of NUS.
5.3. According to the rights of NUS the Department may buy or rent ancillary equipment, movable and immovable properties. It may build manufacturing and social entities at its own expense or at the expense of the enterprises concerned.
5.4. Within its financial and economic activities the Department is guided by the present legislation, the Regulation about scientific and technical activity of NUS and other normative documents.
6. STRUCTURE AND CONTROL
6.1. The Structure of the Department, the amount of the staff is endorsed by the Pro-Rector of scientific work and certified by the Rector of NUS.
6.2. The structure of the Department may consist of branches based on Odessa National Maritime Academy (ONMA), Odessa National Maritime University (ONMU), Sevastopol National Technical University (SNTU), scientific research laboratories, departments, sections, design and technological subsections, research manufactures. The Regulations about the subsections and job descriptions of the staff are certified by the Director of the Department.
6.3. The Director of the Department is assigned to and relieved of the post by the order of MESU by the approval of the Rector of NUS.
6.4. The Director of the Department controls its activity. The Director as a public officer executes his duties and is personally liable for the acts of the Department according to the present legislation.
6.5. The administrators of the scientific subsections and projects are the employees of the Department, as well as professors and lecturers of NUS, ONMA, ONMU, SNTU, who have an academic decree.
6.6. The Director represents the interests of the work collective, organizes the work of the Department according to its tasks, acts in the name of the Department in relation to other organizations.
6.7. The Rector of NUS instructing the Director of the Department may delegate him a list of rights such as carrying out the economic and financial operations, contract execution for fulfilling the scientific research, research project designing works, certifying the work plans of the subsections, dividing the volume of research and financial and material technical resources in accordance with the legislation.
6.8. With the aim to ensure the scientific methodological administration, the collective, democratic character and publicity in solving the scientific productive activity of the Department by the order of its Director the Scientific Technical Board is organized. It includes the leaders of the scientific subsections, projects and the most qualified scientists and specialists of the Department and NUS, ONMA, ONMU, SNTU as well as leading scientists of other scientific organizations with the shipbuilding direction.
6.9. The Scientific Technical Board:
- defines the scientific, technical and financial activity strategy of the Department;
- prepares the propositions for the use of means that are given to the Department by the special budgetary fund;
- hears the design leaders, the leaders of the structural subsections of the Department having different tasks of their activity;
- submits offers about the incentive of employees of the Department for the concrete achievements;
- treats the propositions about the changing of the Department structure;
- evaluates the results of activity of the subsections;
- certificates the scientists and engineers.
6.10. The leaders of projects, scientific and other structural subsections are responsible for
- the high scientific technical level of research;
- the patent clearance of competitive scientific technical production;
- the timeliness of the fulfilling the work and its stages;
- the observation of the wok discipline;
- the financial condition;
- the saving of the material assets of the subsections;
- the organizing the creative, effective air for the work of employees.
7. THE DEPARTMENT CLOSEDOWN
7.1. The Department ceases its work in case when it can’t accomplish its tasks.
7.2. The decision about founding and liquidation of the Department is made by MESU after the filing of the Rector of NUS.
